Africa Centre for Animal Sentience: Purpose, Scope, and Identity

The Africa Center for Animal Sentience (ACAS) is established as a science and policy-driven organization advancing the recognition and integration of animal sentience within conservation, governance, and societal systems.

ACAS aligns with the Vision and Mission of the Animal Welfare Strategy for Africa (AWSA), which recognizes animals as sentient beings and promotes their welfare as an essential component of sustainable development, biodiversity conservation, and responsible governance.

AWSA was adopted for implementation in Africa at the African Heads of State Summit in 2018.

Animal Welfare and Animal Sentience

Animal welfare and animal sentience are closely related but distinct concepts. While both seek to improve the lives of animals, they address different yet complementary dimensions of human responsibility toward animals. a

Animal welfare focuses on an animal’s physiological and psychological well-being. It seeks to ensure that animals are healthy, properly nourished, comfortably housed, protected from injury and disease, and managed according to recognized welfare standards. It asks: “Are the animal’s physical and psychological needs being met?”

Animal sentience is a broader ethical principle. It recognizes that animals are conscious, feeling beings capable of experiencing emotions and other subjective states, including pain, pleasure, fear, comfort, joy, sadness, grief, and distress. It asks not only whether an animal’s needs are met, but also: “How does the animal experience what is happening to it?”

Animal sentience therefore extends beyond physical well-being to the animal’s own lived experience. It provides the ethical foundation for modern animal welfare by recognizing that an animal’s quality of life depends on both its physical condition and its emotional experiences.

Recognizing animal sentience affirms that whenever humans interact with animals, they have a moral responsibility to minimize pain, fear, stress, and suffering while promoting positive experiences and a good quality of life. By placing the animal’s own experiences at the center of ethical, legal, and policy decisions, animal sentience strengthens and elevates animal welfare.

A world where animal sentience is fully recognized and integrated into policy, conservation, and human systems, ensuring respectful coexistence with all life.

Mission:

To advance the recognition of animal sentience through science, policy, and advocacy, promoting humane, sustainable, and evidence-based approaches to conservation and animal welfare, consistent with the aspirations of the Animal Welfare Strategy for Africa.

Strategic Objectives

Strengthen policy and legal frameworks recognizing animals as sentient beings and advancing conservation and animal welfare standards

Promote protection and sustainable management of ecosystems and wildlife through humane, science-based, and evidence-driven conservation approaches.

Support implementation and compliance by engaging governments, institutions, regional bodies, and stakeholders in coordinated action advancing animal welfare and conservation objectives.

Governance and Leadership

ACAS is being structured with strong governance and international credibility in mind:

Advisory Council:
Comprised of eminent global leaders and thought influencers in conservation, policy, animal sentience, and animal welfare.

Governing Board of Directors:
A professionally diverse and values-aligned board representing Africa, the UK, Europe, and the USA, bringing both technical expertise and a shared commitment to the animal sentience cause.
